Governors in 29 states are making early-childhood education a top priority this legislative season, according to an annual state-by-state review of spending proposals by Pre-K Now, a Washington-based advocacy organization.

If all of those plans were approved, $800 million more would be spent on state pre-K programs in fiscal 2008, and more than 100,000 additional 3- and 4-year-olds would be served in such programs, the report says.
