Illegal-drug use nationwide by youths ages 12 to 17 declined from 11.4 to 10.9 percent between 2002 and 2004, according to a federal survey.
According to a state-by-state analysis of combined data from the U.S. Department of Health and Human Services’ 2003 and 2004 National Surveys on Drug Use and Health, Utah had the lowest incidence of youth drug use in the nation in 2004, 7.8 percent, while New Mexico had the highest, 16.2 percent.
