South Carolina officials have begun restoring powers to the Allendale County school board. The 1,800-student system suffered from low test scores and management problems, which fueled state officials’ decision to strip the board’s powers and appoint new administrators in 1999. If the district meets its goals, residents will resume full control of the schools in May 2006.
