Gov. Theodore R. Kulongoski of Oregon has tapped James L. Francesconi, a former Portland city commissioner, to help jump-start partnerships between schools and businesses—a part of the Democratic governor’s efforts to improve high schools. As part of a $42,000 contract, Mr. Francesconi will identify social services needed in communities and schools and to expand apprenticeships.
