Public higher education is becoming increasingly market-driven, and the trend could seriously affect its ability to serve students, a report warns.

The report—released by the Futures Project at Brown University—says colleges and universities are under growing pressure to cut costs, measure and report on performance, and compete for students, grants, other funding, and prestige. To survive, it says, many schools have been forced to risk their dedication to such core functions as providing scholarship opportunities and conducting high-quality research. The report offers state lawmakers and universities recommendations that would help them clearly define how higher education should serve public needs.
