N.Y.C. Teacher-Contract Talks at Impasse, State Panel Says

A state labor-relations board has declared negotiations between the United Federation of Teachers and the 1.1 million-student New York City school system at an impasse. The union has been without a new contract for more than 18 months.

The Public Employment Relations Board will now appoint a mediator who will work to reach an agreement between the 140,000-member union and the city department of education.

If mediation fails, the labor board will begin a fact-finding process in which further investigation will be conducted and recommendations will be made. That phase could take several months.
