President Bush has requested $50.3 billion in discretionary spending for the Department of Education for fiscal 2003 (which begins Oct. 1), an increase of $1.4 billion, or 2.8 percent. That would be less than a fifth of the 15.9 percent increase for the department approved by Congress and signed into law for the current fiscal year.
