Gunnar Dybwad, an early advocate for the civil rights of people with developmental disabilities, died Sept. 13. He was 92.

Mr. Dybwad, a German immigrant, was involved in several landmark federal lawsuits, including the 1972 case PARC—ANN BRADLEY
