The Senate Committee on Indian Affairs approved a bill by voice vote on Aug. 9 that would create an independent panel to draft and enforce standards for gaming run by American Indian tribes. It would not change they way states and tribes negotiate what games are allowed.

The Education Department published in the Aug. 10 Federal Register a notice inviting applications for fiscal 1996 awards under many non-research programs, listing deadlines and funding estimates.
Protection of Pupil Rights
The Education Department published in the Aug. 28 Federal Register proposed rules to implement a 1994 law clarifying the rights of students and parents in regard to testing and research. The rules would require parental permission for a survey on such topics as political affiliations, psychological problems, or sexuality, and allow parents to inspect it. Comments on the rules are due by Oct. 27.
