President Clinton signed into law last week the 1993 Developmental Disabilities Assistance and Bill of Rights Act, which authorizes $19 million in funding for university-affiliated programs for training of early-intervention and special-education service providers. The legislation also authorizes $70 million for state developmental-disabilities councils.

The Education Department

Student Loans
The Education Department published two sets of regulations in the March 16 Federal Register that would implement changes mandated by 1992 and 1993 amendments to the Higher Education Act. One set of proposed rules clarifies collection procedures for defaulted loans and requirements for loan defaulters wishing to become eligible for new loans. A separate set of final regulations is aimed at combating abuse and fraud in the federal loan programs.
