Proposed Rules

The Education Department has published proposed rules that would require states applying for grants under certain programs to submit applications by a required date or risk deferring the date on which they can disburse funds. The notice appeared in the Dec. 16, 1993, Federal Register.

Direct Student Loans

The Education Department announced in the Dec. 28, 1993, Federal Register its intent to establish two negotiated-rulemaking advisory committees that would draft proposed rules for direct lending and guarantee agencies. Also, the department published a notice in the Jan. 4, 1994, Register setting out final standards, criteria, and procedures for the direct-loan program's first year in lieu of formal regulations.

Grant Schedule

The National Science Foundation's division of undergraduate education published an announcement of its fiscal 1995 grant programs in science, mathematics, engineering, and technology in the Dec. 23, 1993, Federal Register.

Head Start
Proposed Rules

The Health and Human Services Department announced in the Dec. 29, 1993, Federal Register that it is seeking comments by Feb. 28, 1994, on a proposal to prohibit smoking in Head Start facilities.
