Legislative Update
The following are summaries of final action by legislatures on education-related matters.

HAWAII
Governor: John Waihee (D)
FY 1990-91 state budget: $4.3 billion
FY 1990-91 K-12 budget: $997.8 million
FY 1988-89 K-12 budget: $793 million
Percent change K-12 budget: +26 percent
Highlights:
Authorized "school-community-based management" program to increase decisionmaking at local level. To obtain state grants, schools must adhere to goals set by state board.
Appropriated $90 million a year for 10 years for capital improvements.
Earmarked $4 million for after-school instruction; $3.2 million for special education; $2 million for "school-within-a-school" learning centers.
Created blue-ribbon task force to evaluate K-12 core curriculum.

NORTH DAKOTA
Governor: George A. Sinner (D)
FY 1990-91 state budget: $1.1 billion
FY 1990-91 K-12 budget: $426.1 million
FY 1988-89 K-12 budget: $408.8 million
Percent change K-12 budget: +4 percent
Highlights:
Allocated $1.4 million over two years for 10 "restructuring" projects. Local officials can apply to state education department for grants of $100 per pupil for projects involving "clusters" of districts.
Permitted parents with college degrees to teach their children at home; must provide education department with annual reports. Parents with high-school diplomas may teach their children only under supervision of a local certified teacher.
Appropriated $2 million for interactive telecommunications for distance learning
Raised basic per-pupil aid from $1,346 to $1,525 in next school year, $1,545 in 1990-91..
