FY 1990 BudgetThe House Budget Committee last week marked up a fiscal 1990 budget resolution that would provide $42 billion for the spending category that includes education. In addition, the House Subcommittee on Labor, Health and Human Services, and Education continued its hearings last week on fiscal 1990 spending, receiving testi-mony on education programs from two members of the Congress.
FY 1989 SupplementalThe House last week sent a bill calling for $4.7 billion in additional spending for the
Appropriationscurrent fiscal year back to the Appropriations Committee, after rejecting a proposal
H.R. 2072to offset the spending with across-the-board cuts in defense and domestic programs.
U.S. Civil RightsThe House Subcommittee on Civil and Constitutional Rights last week began hear-

Vocational-EducationThe House Education and Labor Committee last week unanimously approved a bill
Reauthorizationto reauthorize federal vocational-education programs. Sponsors hope to bring the
HR 7legislation to the House floor by the end of the month.
In the Education Department
Special EducationThe Education Department has published final regulations requiring that state
Final Regulationseducation agencies base their certification standards for special-education person-
nel on the “highest” standard of any agency or licensing board in the state. The new rules also address placing handicapped preschoolers in the “least restrictive environment” and the development of interagency agreements between state education agencies and other state and local agencies for serving disabled infants and toddlers. The regulations were published in the April 27 Federal Register.
