Texas Mulls New Finance Formula

The Texas state comptroller has proposed a new school-finance formula that would guarantee that all students have "access'' to the same amount of state and local school aid.

According to the comptroller, Bob Bullock, a state district court's ruling in May 1987 that the current finance system is unconstitutional does not require that the state equalize spending per pupil.
