In what observers say is the first offer of its kind in the country, the District of Columbia will award $1,000 to every student who graduates in the top 10 percent of his or her class at a public or private high school in the city.

The first awards, which will be limited to city residents, will be presented to top seniors in this year's graduating classes. No restrictions will be placed on how the money can be spent, city officials say.
