Bennett Outlines Objections to Child-Care Bills

The child-care proposals now pending before the Congress, Secretary of Education William J. Bennett told lawmakers last week, "seem, however unintentionally, to put families to one side,'' and to "be more concerned with creating new structures than with supporting the very best structures possible for our children: our families.''
