Push for Reform 'Dying,' Says Futrell

The president of the nation's largest teachers' union last week charged that the education reforms inspired by A Nation at Risk are "dying on the vine,'' and placed much of the blame on the Reagan Administration.

The Administration released the much-cited commission report, which contained a stinging critique of the nation's schools and recommendations for improving them, five years ago next month.
