The "back to basics" movement and declining interest in "public spirited" activities throughout society have helped push citizenship education out of the school curriculum, a new report asserts.

Schools should reverse that trend by providing programs "that will help students better understand both their rights and responsibilities as citizens," according to Citizenship: Goal of Education, released last week by the American Association of School Administrators.

Administrators responding to an aasa survey cited lack of time and competition from other curricular mandates as the chief obstacles to preparing students for their role as citizens.

The report, written by Diana Reische, recommends, citing examples of successful programs, that citizenship education enable students to see themselves as members of "widening circles," beginning with the family and continuing through the school, community, county, state, nation, and world.
