Walter Moore, associate state superintendent for programs in Mississippi, has been named interim state superintendent of education. Mr. Moore succeeds Tom Saterfiel, who resigned in January to become vice president for research for the American College Testing program. The state board of education is still looking for a permanent replacement for Richard Boyd, who who left the job last year.

The Dade County, Fla., school board last week selected Paul W. Bell, a veteran local school administrator, to be superintendent of the nation’s fourth-largest school district.

Mr. Bell, 56, is now deputy superintendent for education. He has been an elementary-school teacher and bilingual-education coordinator for the 253,000-student system.

He succeeds Joseph A. Fernandez, now chancellor of the New York City schools.

Donald Draayer, superintendent of the Minnetonka (Minn.) Public Schools, is the 1990 National Superintendent of the Year, sponsored by the American Association of School Administrators. Mr. Draayer has been chief of the 6,000-student district in a suburb of Minneapolis since 1973.
