Brian J. McPartlin has been named the regional representative of U.S. Secretary of Education Richard W. Riley in the Midwest, a region that includes Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin.
Mr. McPartlin, 33, previously served as the regional administrator of the federal General Services Administration in Chicago.
He has also worked in the White House as an associate director of presidential advance.

William L. Lepley has been named to the National Skills Standards Board.
Mr. Lepley, 54, is the president and chief executive officer of the Milton Hershey School, a 1,100-student private residential school in Hershey, Pa., for financially disadvantaged children. He previously served as Iowa’s chief state school officer.
The National Skills Standards Board was created by Congress in 1994 to help in the establishment of a voluntary nationwide system of standards for a wide range of jobs.

Pegie Frazier has been named the director of the Tointon Institute for Educational Change at the University of Northern Colorado.
Prior to joining the Tointon Institute, Ms. Frazier headed her own education consulting business, the Frazier Group.
Project ACHIEVE has selected Sheila A. Fernley as its vice president of state and district partnerships. The San Francisco-based company produces Web-based school information systems.
Ms. Fernley, 45, previously worked as the vice president of development for Voyager Expanded Learning.
