Summary of Grades

Oregon scores below average in three of the four graded policy categories in Quality Counts.

The state receives a below-average grade in standards and accountability. Assessments and school accountability emerge as particular areas for improvement. But Oregon receives high marks for its academic standards, which the American Federation of Teachers rated clear, specific, and grounded in content in all of the four core subjects and at nearly every grade span. Elementary-level standards in social studies are the exception.

Oregon ranks near the bottom of the nation on indicators of teacher quality and posts mediocre scores in each specific area within this policy category. For example, the state does not require prospective teachers to have a major or equivalent coursework in the subjects they will teach to earn an initial license. In addition, the state does not fund or require professional development for teachers.

Oregon earns an average grade in school climate. Although there is some room for improvement across all areas of this section, the state falls furthest behind on indicators of student engagement.

In resource equity, Oregon scores slightly below average. Its wealth-neutrality score shows that, as in most states, Oregon’s wealthier districts tend to have higher per-pupil funding levels than do its poorer districts.
