Secretary of Education Lauro F. Cavazos testified last week before two House panels: the subcommittee that oversees education funding and the Budget Committee. Hearings on education spending resume this week.
The Senate Labor and Human Resources Committee held a hearing last week on
Smart Start, a new program proposed by the panel’s chairman, Sen. Edward M.
Kennedy of Massachusetts. The initiative would provide federal funding for
educational services for 4-year-olds. Witnesses included representatives of business organizations, who testified about the need for early-intervention programs in order to improve the quality of the nation’s future workforce.
