The Maryland Public Policy Institute offers the full report, “A School Voucher Program for Baltimore City,” online. ()

Baltimore should adopt a voucher plan to help students in the city’s public schools, says a report released by the Maryland Public Policy Institute and the Indianapolis-based Milton and Rose D. Friedman Foundation.

The 22-page report argues that cities such as Milwaukee and Cleveland have seen test scores and parental satisfaction climb because of tuition vouchers for private education. It urges city and state leaders to phase in 1,000 school vouchers a year for low-income Baltimore students over the next decade. The report says that almost half of Baltimore students fail to graduate from high school, and it laments what it sees as a lack of any significant public-policy action on school choice in the city or state.
