President Bush announced his intention last week to nominate Sara Martinez Tucker as the undersecretary of the Department of Education, the No. 3 post. In that role, Ms. Tucker would coordinate programs on vocational and adult education, postsecondary education, and college aid. Ms. Tucker would replace Edward R. McPherson, who left in December.

Ms. Tucker, 51, is the president of the Hispanic Scholarship Fund, a San Francisco-based philanthropy that provides grants and help with college admissions to Latino students. She also serves on Secretary of Education Margaret Spellings’ Commission on the Future of Higher Education, which approved a draft report last month that recommends bolstering Pell Grants and encourages colleges to measure student learning through assessments, among other suggestions. Before joining the Hispanic Scholarship Fund, Ms. Tucker spent 16 years at AT&T Corp., where she was a regional vice president.
