Their Description:

The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, Texas, intends to issue solicitation RFQ 51502-0003-8 for the provision of providing the services of Library Technical, English as a Second Language (ESL) Instructor, Parenting Instructor, and General Educational Development/Special Education (GED/SE) Instructor.

The services will be provided to individuals who are under the custody and care of the Federal Bureau of Prisons within a secure correctional environment, located at the Federal Correctional Institution/Federal Prison Camp, Texarkana, Texas.
The contract type is an indefinite delivery/requirements contract with firm-fixed unit price. The award will be made to the responsible company who submits the most advantageous quote to the Government based on price related factors only. The contract periods for the service will consist of a base year and four option years.

The estimated quantities for the base period and each option year for the Parenting Instructor is 200 sessions.

The estimated quantities for the base period and each option year for the Library Technician is 1500 sessions.

The estimated quantities for the base period and each option year for the ESL Instructor is 2100 sessions.

The estimated quantities for the base period and each option year for the GED/SE Instructor is 2700 sessions.

A session is defined as one hour.

The Parenting Instructor will provide approximately 4 sessions per week.

The Library Technician will provide approximately 30 sessions per week. The ESL Instructor(s) will provide approximately 42 sessions per week.

The GED/SE Instructor(s) will provide approximately 54 sessions per week.

Faith-Based and Community-Based organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. All contractors doing business with the Federal Government must be registered in the Central Contractor Registration (CCR) database. The solicitation is unrestricted. All responsible sources may submit a quote which will be considered.

My Thoughts: Federal prison facilities are always advertising for high school and vocational education instructors. These are the active RFPs today.

Some courses require at least some hands on, face-to-face teaching and learning. But not every class, not every part of every class, and certainly not those related to the all-important GED.

It seems to me that an online provider could offer a higher quality of instruction and more offerings at any given prison than the current ad hoc site specific approach. And possibly at a lower cost.

Here is a roll-up opportunity. Just give me a little credit when it finally happens. ••••
