The Nevada Senate has refused to consider an intitiative calling for a state tax on corporate profits to support education, thus placing the matter in the hands of voters in next year's general election.

The state constitution requires that both houses act on citizens' initiatives within the first 40 days of the legislative session. If they fail to do so, the measure is automatically placed on the ballot for the next general election.

March 15, 1989 - Education Week
Rapid growth in Nevada's school-age population may force the state to consider raising taxes or cutting expenditures by the middle of the next decade to maintain present levels of service, an independent study prepared for state lawmakers concludes.

But, barring an unforeseen economic shock, Nevada's tax base should be adequate to fund services at their present levels until then, according to the 900-page report.

The Nevada Board of Education will hold a public hearing this month on a proposed regulation that would require parents who choose to teach their children at home to have a Nevada teaching certificate.

Nevada currently has a statutory provision that allows home education if parents can provide "equivalent instruction," according to Myrna Macdonald, deputy superintendent of public instruction. Local districts last summer asked the board for guidance in determining what constitutes equivalency.

A less drastic version of the property-tax revolt that occurred next door in California has combined with an increased reliance on sales taxes as sources of school revenue--at a time when the gambling and tourism industries are significantly depressed--to produce an estimated $14.3-million shortage in Nevada's Distributive School Fund.
