An Alameda County, Calif., circuit court judge last week dismissed a legal challenge to the state’s 2003 takeover of the Oakland public schools. Judge James Richman found that the plaintiffs, who included former Superintendent Dennis Chaconas, did not have legal standing to challenge the state law giving the California superintendent of public instruction the authority to run the district.
