Stephen J. Morello has been named the director of communications for the New York City department of education. Previously the director of association affairs for the White Plains, N.Y.-based United States Tennis Association.

Mr. Morello, 57, succeeds Peter Kerr, who stepped down in March.

Mr. Morello joined the 1.1 million-student district on April 1, amid turmoil stemming from the resignation of two key school district officials and debate over Mayor Michael R. Elfreda W. Massie has been named the vice president for strategic alliances for Harcourt Achieve Inc.

Ms. Massie, 53, who has been serving as the interim superintendent of the 65,000-student District of Columbia public school system, starts her new job on May 1. She worked for the company from February 2000 to June 2003 as its vice president of professional development.

The Austin, Texas-based Harcourt Achieve is a division of Harcourt Education and publishes the Rigby and Steck- Vaughn reading books.

Clifford L. Stanley has been named the new president of the nonprofit college-aid group Scholarship America.

Mr. Stanley, 57, will succeed William Nelsen, who served as the president for 18 years before announcing in February that he would retire in July.

Previously the executive vice president of the University of Pennsylvania, Mr. Stanley will move to St. Peter, Minn., where Scholarship America is based.

The organization has distributed more than $1 billion in college scholarships to nearly 1 million students since its inception in 1958. Some of the money is raised through a grassroots network of foundations.
