1. New Jersey's Abbott program: $10,088

2. Oregon: $7,463

3. Connecticut: $6,727

4. North Carolina: $5,242

5. Delaware: $5,078

6. Ohio: $5,015

7. Washington: $4,908

8. Massachusetts: $4,826

9. Georgia: $3,721

10. New York: $3,622
