The Council for Basic Education's board of directors appointed Robert C. Rice this month to become the organization's senior vice president and chief operating officer. Mr. Rice, 62, is a former public school superintendent in Maryland and Louisiana.
Founded in 1965, the Washington-based CBE offers programs and publications aimed at strengthening the teaching and learning of the liberal arts in public schools.
The Milwaukee school board has elected Lawrence J. O'Neil to be its new president. A retired electronics technician, Mr. O'Neil, 73, has been a board member for 22 years. He will serve a one-year term as president beginning this month. Milwaukee's public schools enroll nearly 98,000 students.
Sally A. White has been appointed the dean of the college of education at Lehigh University in Bethlehem, Pa., effective Aug. 1. Ms. White, 40, currently is a senior "e-solutions" consultant for RWD Technologies, a software-consulting firm in Columbia, Md.
