An article in the March 14, 2001, issue of Education Week on the proposed use of National Assessment of Educational Progress ( "Experts Preach Caution On Use of 'Precious' NAEP," ) results to verify states' progress on their own tests incorrectly described President Bush's position during the 2000 campaign on using state performance on naep as a direct trigger for federal financial rewards and penalties for states.
