Legislative Action

D.C. Schools

On June 27, the oversight subcommittee of the House Economic and Educational Opportunities Committee held its third hearing on legislative proposals designed to spur reforms in the District of Columbia public schools.

In Federal Agencies

Consolidated Plans Final Guidelines

The Education Department has finalized guidelines for states interested in submitting consolidated school-improvement plans. The Elementary and Secondary Education Act allows states to use a single plan to apply for funding under such programs as Title I, Safe and Drug-Free Schools and Communities, and Innovative Program Strategies. The notice appeared in the June 15 Federal Register.

Audit Procedures Proposed Rules

The Education Department has proposed rules that would allow the agency to consider “offset costs"--expenses a grant recipient could have paid with federal funds but did not--in determining how much money to recoup from recipients found to have misused funds. The notice appeared in the June 20 Federal Register; comments are due Aug. 4.

Head Start Proposed Rules

The Health and Human Services Department has published proposed rules governing transportation of children in Head Start programs. The notice appeared in the June 15 Federal Register; comments are due Aug. 14.
