The following are summaries of final actions by legislatures on education-related matters.

MAINE
Governor: John R. McKernan Jr. (R)
FY 1993 state budget:
$1.6 billion
FY 1993 K-12 budget:
$515.3 million

Highlights

  • Legislature created a Maine Youth Apprentice Program to provide basic-skills training and job-placement services to students in pilot schools.
  • Also established a policy-review board to make recommendations for improving the Maine Youth Center’s educational program for juvenile offenders.

RHODE ISLAND
Governor: Bruce Sundlun (D)
FY 1993 state budget:
$1.5 billion
FY 1993 K-12 budget:
$327.4 million
FY 1992 K-12 budget:
$315.3 million
Percent change K-12 budget:
+3.8 percent
Highlights

  • Legislature approved a measure establishing a right to safe schools and giving schools the authority to exclude disruptive students from the classroom.

  • Lawmakers approved a bill to provide reimbursement for early and periodic screening, diagnosis, and treatment services through local agencies to children eligible for medical assistance.

  • Also passed several bills authorizing towns to issue bonds and notes in order to finance school improvements and close gaps in school budgets.
