E. Harold Fisher, a member of the South Tippah school board in Ripley, Miss., is the new president of the National School Boards Association.

Mr. Fisher took office at the close of the N.S.B.A.'s annual convention late last month in Orlando, Fla. He succeeds Arlene R. Penfield of Plattsburgh, N.Y.

The new president-elect of the group is William M. Soult, of Longmont, Colo.
