Jay B. Taggart has been named the new superintendent of public instruction for Utah.

Mr. Taggart, 62, is a 36-year veteran of schools in the state, having taught in three districts and been superintendent of two others.

He succeeds James R. Moss, who resigned in May to head a new business-education partnership in the state.
