Mr. Justiz, 40, served under former Secretary of Education Terrel H. Bell as director of the institute--once the research division of the U.S. Department of Education--which was abolished during a reorganization in 1986. Currently, Mr. Justiz teaches at the University of South Carolina and serves as senior adviser to the Education Commission of the States in its studies of state policy and minority achievement.
He succeeds Lorrin Kennamer, who resigned in 1987.
