Nsba officials credited Mr. Betchkal, who joined the organization as editor of The American School Board Journal in 1968, with transforming the little-known, money-losing publication into an award-winning monthly magazine.

Mr. Betchkal also played a key role in creating nsba's The Executive Educator magazine in 1978, and School Board News, its biweekly newspaper, in 1981.

President of the Society of Association Publications in 1977-78, Mr. Betchkal received a lifetime-achievement award from the group this year.
