The House Employment Opportunities Subcommittee plans to combine two youth-service bills, creating legislation that would establish two voluntary programs: a youth conservation corps and a program providing community-based social services.

The original bills, HR 18 and HR 460, were among a number of similar proposals introduced in the Congress this year, including some that would have initiated a mandatory service program.
