Leonard Rovins, a lawyer who has served on the school board in Westport, Conn., since 1971 and as a director and the president of the Connecticut Association of Boards of Education, has been elected president of the National School Boards Association.

Mr. Rovins, a partner in the New York City firm of Summit, Rovins & Feldesman, has been a member of the N.S.B.A. board since 1980, serving previously as treasurer and vice president. In 1982, he was awarded the Connecticut association's Distinguished Service Award.
